Fernando Filgueira on welfare reform

Fernando Filgueira is a sociologist at El Centro de Informaciones y Estudios del Uruguay and serves as a lead author of Chapter 8 – Social Justice, Well-Being and Economic Organization. In this interview, he describes flaws in welfare systems and discusses how they could be expanded or reformed. He also compares three levels of social change, and suggests how they may be achieved with welfare policies.
